Salary & Benefits:

Overview:

The Downtown Eastside SRO Collaborative Society is a non-profit organization dedicated to improving habitability and affordability for the 4,000 low-income residents living in 100 privately-owned single-room occupancy (SRO) hotels in downtown Vancouver. We are a grass-roots organization that experienced rapid growth during the COVID-19 pandemic, and are continuing to actively grow. 

A director is a leadership role that creates and nurtures a supportive and effective work culture, contributes to organizational strategy and planning, and builds operational and human resources structures and capacity to fulfill the mission. The role identifies and acts on strategic opportunities, effectively manages teams, and contributes to overseeing the fiscal responsibilities and other standards as a non profit organization.

A director fosters an environment for effective community organizing. Community organizing is different from activism or traditional social service work. Organizers create and implement coherent strategies that build power in order to make specific social or economic changes. Organizing at the SRO-C involves training SRO tenants to learn how to empower their neighbours, tapping into and strengthening their skills and leadership. Our organizing approach is about delegating power. 

The Operations and Human Resources Director is responsible for creating and implementing structures to develop an equitable work culture for all staff and tenants to thrive. The role will use their deep knowledge and/or lived experience of intersectionality and trauma-informed practice to build trusting relationships with all staff to co-develop tailored human resources policy and practices with a lens to create safety for racialized, multilingual and/or 2SLGBTGIA+ workers at SRO-C. The position will use their mentorship and coaching skills to support staff in working together to harmonize their programs and empower tenant volunteers with an equity lens. We want to grow our reach and support of tenants in the hotels and cannot do that without effective organizational structures in place so that everyone has what they need to achieve their goals.

Key Responsibilities

  • HR management systems
    • Complete and implement an organization HR Manual, including appropriate staff training.
    • Oversee the completion and implementation of an Employee Handbook, including appropriate staff training.
    • Develop and maintain a comprehensive HR information system, including employee records, contracts, payroll, and benefits administration.
    • Oversee the development, implementation, reviews and optimization of the organization’s staff compensation and benefits programs.
    • Develop and implement systems for staff performance management, including processes for regular and supportive performance reviews that grow the potential of each employee.
    • Maintain accurate and up-to-date HR records and reports, including turnover, absenteeism, and performance metrics.
    • Ensure compliance with all relevant federal and provincial employment laws and regulations.
    • Ensure OHS compliance for the organization, including leading the OHS committee.
    • Manage the recruitment and selection process for staff, including job postings, candidate screening, interviews, and reference checks.
    • Manage the system for onboarding new staff and tenants, as well as for offboarding when needed.
    • Manage the process for conducting exit interviews and learning from them.
  • Operations management systems
    • Oversee efficient facilities management.
    • Develop effective procurement policies and practices. 
    • Streamlining workflows to ensure efficiencies.
    • Developing and training staff and tenants in standardized operational policies.
    • Preparing for risks and emergencies.
    • Supervising operations staff and providing necessary support.
  • Work culture and employee/peer worker relations
    • Develop and continually update a work culture strategy that puts tenants and their needs at the centre of the SRO-C’s work culture, and that helps staff work effectively with the tenants.
    • Lead the development of people and organizational culture using a trauma-informed approach and equity lens (poverty, Indigeneity, race, gender, class, able-body) on all aspects of policies and practices.
    • Assess staff and peer worker job satisfaction, and make recommendations to the Executive Director.
    • Oversee the development of policies and protocols that provide clarity, consistency, and transparency around the processes for addressing HR-related issues. Policies and protocols may relate to workplace safety, cultural safety, (non-violent) communication, conflict resolution, code of conduct and other needs/supports, tailored to different relationships including:
      • Among staff members.
      • Between staff members and tenants volunteers.
      • Among tenant volunteers.
      • Between staff and community partners. 
    • Provide guidance and support to staff around using these protocols and policies to address HR-related issues.
  • Professional development, recognition, and retention
    • Train and support staff around supervision skills and approaches, including giving and receiving feedback, communication, probation, performance management, mentoring.
    • Develop and implement employee training and professional development programs for both staff and tenant volunteers including: orientation, onboarding, and ongoing professional development. 
    • Develop and implement an employee recognition strategy, including celebrating collective and individual achievements of both staff and tenant volunteers.
    • Organize retreats and events. 
  • Support ED to …
    • Communicate operational plans to staff.
    • Create and oversee budgets as required.
    • Help program managers to set goals related to supervision and improving administration systems.
    • Supervise administration staff to set goals and improve efficiency. 
    • Coordinate communication so that information flows in a timely and appropriate manner between board of directors, management, staff, and tenants.
    • Plan for future organizational development.
    • Cultivate and maintain strong relationships with staff, tenants, and community partners. 
  • Leadership
    • Lead collaborative team-work that builds capacity to fulfill the SRO-C mission.
    • Demonstrate positive and consistent role modelling of organizational values and policies.
    • Champion strong mentorship that grows the potential of others.
    • Effectively manage conflict and consistently model de-escalation.
    • Attend, create and/or facilitate effective meetings.
    • Ensure effective training and supervision.

Qualifications:

  • Post secondary degree, or equivalent
  • Five years of related work experience, or equivalent
  • Chinese language proficiency is not required but would be a huge benefit

Downtown Eastside SRO Collaborative Society Environment and Work Culture

Community organizing is at the core of SRO-C and the role of organizing is essential to engaging tenants and community. SRO-C tenants are disproportionately impacted by poverty, colonialism, and discrimination. They are a diverse community facing various challenges such as substance use, physical and mental health concerns, behavioural issues, criminal records, and histories of trauma. The demanding and fulfilling tenant organizing work we undertake is supported by our dedicated staff. We support the wellness of our staff by developing skills in trauma-informed practice, de-escalation, and conflict mediation to help address the complexities of our work and assist tenants in doing the same.
